Creates the Digital Theater Closed Captioning Device Act to improve accessibility for patrons with hearing disabilities at movie theaters with digital projection capabilities.

Requires theaters with 16 or more screens to provide 15 closed captioning devices; theaters with 7-15 screens must provide 10 devices; theaters with 2-6 screens must provide 5 devices; single-screen theaters must provide 3 devices.

Mandates that 50% of closed captioning devices be cup holder style if theater seats are equipped with cup holders.

Requires theater employees to be trained on closed captioning device use and able to assist patrons, and theaters must post conspicuous public notice of device availability near entrances.

Effective January 1, 2017.
