Establishes a 3-year pilot program allowing minors held in Mary Davis Home Juvenile Center (Galesburg) or Franklin County Juvenile Detention Center (Benton) to appear in court by two-way audio-visual communication instead of in person.

Permits use of closed circuit television or computerized video conference for court appearances, with facilities required to provide secure communication lines between court and custody location.

Requires two-way audio-visual systems to include a secure line enabling the detained minor and their counsel to communicate privately.

Pilot program expires and becomes inoperative on January 1, 2020.
