Requires local governments and school districts with operating budgets of $1 million or more to maintain websites posting 14 categories of information including meeting agendas, budgets, ordinances, financial audits, employee compensation, contracts, and debt disclosures.

Mandates posting of regular meeting materials at least 72 hours before meetings and special/emergency meeting materials at least 24 hours before, with meeting minutes posted within 72 hours of approval.

Requires monthly updates of detailed financial expenditure data broken down by recipient, amount, funding source, date, budget category, and purpose, with data remaining accessible for 10 years.

Allows residents to sue in circuit court for mandamus or injunction to compel compliance, with courts authorized to impose penalties and award reasonable attorney's fees.

Expands the Illinois Transparency and Accountability Portal (ITAP) to compile and display information from school districts and units of local government within 6 months of the act's effective date.
