IL HB5530

Amends the Illinois Procurement Code to prohibit public entities from entering contracts to purchase food with bidders whose terms prohibit donation of food to food banks, homeless shelters, food pantries, and soup kitchens.

Amends the School Code Section 10-20.21 to add a similar prohibition preventing school districts from contracting with food bidders that restrict food donations to charitable organizations.

Maintains existing school district procurement requirements including competitive sealed bidding for contracts exceeding $25,000, with exceptions for perishable foods and other specified categories.

Requires electronic bidding systems for school districts to include security safeguards such as firewalls, encryption tools, intrusion detection systems, and disaster recovery plans.

Takes effect upon becoming law.
