Law enforcement agencies must develop and adopt written policies regarding arrest procedures for domestic violence incidents, and shall (not merely be encouraged to) consult with community organizations and other agencies with domestic violence expertise.

Law enforcement agencies must provide domestic violence training to new recruits during initial training and to all officers every 5 years as part of continuing education.

Training must cover understanding domestic violence victims and abusers, preventing further victimization, the psychology of domestic violence situations, aggressor-victim dynamics, evaluation of cases where both parties claim to be victims, and long-term effects.

The Law Enforcement Training Standards Board must formulate the training curriculum by July 1, 2017, and implement it statewide by July 1, 2018, working with community organizations with domestic violence expertise.

The Law Enforcement Training Standards Board shall oversee the ongoing implementation and administration of the domestic violence training program.
