Establishes the Accelerate College pilot program allowing community college district boards to enter into educational partnership agreements with school districts to provide tuition-free college courses to high school students.

Limits enrollment in the first year to 45 students per school district, expanding to 90 students in subsequent years with specific caps on students by graduation year.

Community colleges may charge non-tuition fees covering actual operating costs and student activities but must waive tuition charges for participating high school students.

Requires all coursework completed by high school students to be transferrable to all public universities in Illinois on the same basis as coursework from regular college students.

Mandates the State Board of Education to study the program and submit annual reports by January 1st to the General Assembly and Governor; the program sunsets 36 months after enactment.
