• Requires the Illinois Department of Lottery to offer a special instant scratch-off game benefiting homeless shelters, commencing July 1, 2017 or as soon thereafter as practicable.

• Creates the Homeless Shelter Revenue Fund as a special fund in the State treasury to receive net revenue from the scratch-off game, with funds distributed by the Department of Human Services as grants to homeless shelters.

• Distributes grant revenue based on where scratch-off tickets are sold: to shelters in that municipality, or if none exist, to shelters in the county or adjoining counties as applicable.

• Defines "net revenue" as total ticket sales minus prize payouts and actual administrative expenses directly related to the scratch-off game.

• Authorizes the Department of Lottery to adopt rules necessary to implement and administer the game.
