Creates the Sex Offenses and Sex Offender Registration Task Force under the Illinois Criminal Justice Information Authority to examine current sex offender registration requirements and evidence-based practices.

Task Force shall examine current offenses requiring sex offender registration, research on evidence-based practices, conditions and restrictions for registered offenders, and the registration process itself.

Task Force membership consists of 23+ members including state officials (Directors of Corrections and Juvenile Justice, State Police Director), legislators, law enforcement representatives, treatment providers, victim advocates, academics, and representatives of organizations serving sex offenders and victims.

Task Force shall hold public hearings and make recommendations to the General Assembly regarding legislative changes to classify sex offenders by risk level, direct resources to monitor high-risk offenders, and ensure public safety.

Task Force must submit written findings and recommendations to the General Assembly by January 1, 2018, and the Task Force is repealed on January 1, 2019.
