Amends the Illinois Public Aid Code to remove the "to the extent resources permit" language, making child care services mandatory for eligible families rather than discretionary.

Establishes a minimum income threshold of 300% of the federal poverty level (starting in fiscal year 2017) for determining eligibility for child care assistance, replacing the previous 185% threshold.

Expands eligible categories to include families not receiving TANF who need child care for education and training activities, children in the state's child welfare system, and homeless children.

Provides child care services to all eligible children under age 13, or under age 19 if under court supervision or with documented physical or mental incapacities.

Allocates $7,500,000 annually for a test program serving income-eligible families not receiving TANF who need child care assistance to participate in education and training activities.
