• Amends the Property Tax Extension Limitation Law to exclude fire protection district levies for insurance expenses from the definition of "aggregate extension."

• Expands the exclusion for firefighter pension fund contributions by fire protection districts to exclude all special purpose extensions made for this purpose (previously only excluded amounts certified under the Illinois Pension Code).

• Applies these exclusions across all categories of taxing districts subject to the Property Tax Extension Limitation Law, including those that became subject in 1995 and those subject under Section 18-213.
