Amends the Fire Protection District Act Section 11b to clarify jurisdictional authority when fire protection districts overlap with cities, villages, or incorporated towns that operate their own fire departments.

Cities, villages, or incorporated towns with 500 or more residents that operate fire departments cannot cease operations unless voters approve the discontinuation through referendum under Section 15b.

Cities, villages, or incorporated towns operating fire departments within a fire protection district must be fully reimbursed for actual expenditures and existing obligations, including pension and annuity plans, with payment over at least 20 years.

Adjacent fire protection districts are not required to assume fire protection or emergency services responsibilities for municipalities that discontinue their fire departments unless the district's Board of Trustees agrees by resolution, ordinance, or intergovernmental agreement.

Act takes effect upon becoming law.
