Changes the timeframe for bringing a minor alleged to be delinquent before a judicial officer from 40 hours to 24 hours for a detention or shelter care hearing.

Requires the initial detention hearing to be held no later than the morning following the juvenile's placement in detention, including weekends and holidays.

Removes the previous exclusion of Saturdays, Sundays, and court-designated holidays from the 24-hour time calculation.

Maintains existing exceptions for minors who are hospitalized, receiving medical treatment, or who provide false identification information to law enforcement.

Preserves the court's ability to toll the 24-hour period to allow the minor's counsel adequate time to prepare for the detention hearing upon motion.
