Expands eligibility for Illinois Fire Fighters' Memorial license plates to include motorcycles with engines over 150cc and recreational vehicles, in addition to passenger vehicles and certain motor vehicles under 8,000 pounds.

Charges a $27 fee for original plate issuance ($15 to Secretary of State Special License Plate Fund, $12 to Illinois Fire Fighters' Memorial Fund) and a $17 renewal fee ($2 to Special License Plate Fund, $15 to Memorial Fund).

Directs Illinois Fire Fighters' Memorial Fund proceeds to maintain the memorial, hold annual commemorations with Medal of Honor ceremonies, and provide scholarships for graduate and undergraduate study for children and spouses of fire fighters killed in the line of duty.

Permits up to 10% of annual Memorial Fund proceeds for Illinois Fire Fighter Museum exhibits and maintenance, with the ability to exceed this limit for emergency structural repairs with approval from the Illinois Fire Fighters Memorial Foundation.
