Amends the Children and Family Services Act to establish "normalcy parenting" standards allowing caregivers to approve children's participation in extracurricular, enrichment, cultural, and social activities without prior approval from the Department, caseworker, or court.

Defines "reasonable and prudent parent standard" as the benchmark caregivers must use when deciding whether to permit children in out-of-home care to participate in age-appropriate activities while maintaining health, safety, and best interests.

Requires caregivers to consider the child's age, maturity, developmental level, behavioral history, best interests, and the importance of emotional and developmental growth when approving activities.

Provides liability protection for caregivers who approve activities for children in their care, as long as the caregiver has acted as a reasonable and prudent parent in making the decision.

Directs the Department to adopt rules by June 1, 2017 establishing procedures that promote and protect children's ability to participate in appropriate extracurricular and social activities.
