Creates the Youth Unemployment Task Force to examine statewide youth unemployment crisis and its effects on young people of color.

Task Force includes the Secretary of Human Services, Director of Commerce and Economic Opportunities, and representatives from Chicago-based organizations focused on economic/educational/social programs and youth employment initiatives, all appointed by the Secretary.

Task Force shall select a chairperson from non-governmental members by majority vote; chairperson provides technical support and administers operations.

Task Force must submit findings and recommendations to the General Assembly and Governor on or before January 1, 2017.

Act automatically repeals on January 1, 2018.
