Amends the Open Meetings Act to extend the statute of limitations for civil actions challenging Open Meetings Act violations from 60 days after discovery to 60 days after the Attorney General issues a decision on a request for review under Section 3.5

Allows persons, including the State's Attorney, to bring civil actions in circuit court either prior to or within 60 days of an alleged Open Meetings Act violation meeting, or within 60 days of discovering the violation

Protects records obtained by a State's Attorney from public bodies during compliance reviews from public disclosure, exempting them from the Freedom of Information Act

Preserves existing court remedies for Open Meetings Act violations, including mandamus orders, injunctions, nullification of actions taken in closed meetings, and attorney's fees for substantially prevailing parties

Takes effect upon becoming law
