Requires the Secretary of State to provide notice by postal mail or email to vehicle owners of their registration expiration date before imposing a delinquent registration renewal fee.

Requires notice that a $20 delinquent registration renewal fee may be imposed if the owner fails to submit a renewal application within one month after registration expires.

Prohibits the Secretary of State from renewing a vehicle's registration until the $20 delinquent registration renewal fee is paid in addition to other registration fees owed.

Exempts active duty military personnel stationed outside of Illinois from paying the delinquent registration renewal fee.

Takes effect immediately upon becoming law.
