Amends the Common Interest Community Association Act and Condominium Property Act to define "acceptable technological means" as technology providing reasonable security, reliability, identification, and verifiability as determined by association rules, rather than just "technology generally available at that time."

Allows notices, signatures, votes, consents, and approvals to be accomplished using acceptable technological means, including electronic transmission over the Internet, email, telecopier, and other generally available technology approved by the association.

Permits signatures transmitted by acceptable technological means to satisfy signature requirements, and allows voting, consent, and approval of matters to occur through acceptable technological means with records maintained as long as nonelectronic records would be required.

Eliminates notary public acknowledgment requirements if the identity and signature of the signatory can otherwise be authenticated to the board's satisfaction.

Requires associations to conduct business without using acceptable technological means at the association's expense for any person who does not provide written authorization for electronic business; exempts notices required under Article IX of the Code of Civil Procedure and foreclosure proceedings from these technology provisions.
