Municipalities operating waterworks or combined waterworks and sewerage systems must bill for utility services (including previously unbilled service) within 24 months after provision of service to residential and non-residential customers.

Public water districts, water service districts, water authorities, and water commissions are subject to the same 24-month billing requirement for utility services.

The 24-month billing time limit does not apply to previously unbilled service resulting from tampering, theft of service, fraud, or customers preventing the utility's meter reading efforts.

Utilities are prohibited from intentionally delaying billing beyond the normal bill cycle.

These billing requirements apply to all amendments effective upon the 99th General Assembly becoming law.
