Creates new Class A misdemeanor offense for operating an uninsured motor vehicle that causes bodily harm to another person, with a mandatory $2,500 fine for repeat offenders with 2+ prior convictions.

Changes classification of first and second uninsured vehicle operation violations from "business offense" to "petty offense" with fines between $500-$1,000.

Maintains third or subsequent violations as "business offense" with a $1,000 fine, and requires 3-month driver's license suspension plus $100 reinstatement fee.

Allows first-time offenders who obtain insurance by their court date to pay a reduced $100 fine and receive court supervision instead of conviction.

Requires persons convicted three or more times to provide proof of financial responsibility to the Secretary of State and maintain it for 3 years.
