Creates the Coal Mining Land Conservation and Reclamation Fund as a special fund in the State treasury to be administered by the Department of Natural Resources.

Transfers $333,333.33 monthly from the Coal Technology Development Assistance Fund to the Coal Mining Land Conservation and Reclamation Fund beginning in fiscal year 2017 and continuing each fiscal year thereafter.

Prohibits the Coal Mining Land Conservation and Reclamation Fund from being subject to budget sweeps, administrative charge-backs, or any fiscal maneuver that would transfer funds to other State funds.

Allows monies in the Fund to be used for Department of Natural Resources administration of the Surface Coal Mining Land Conservation and Reclamation Act, including costs associated with additional personnel.

Takes effect immediately upon becoming law.
