Amends the Rehabilitation of Persons with Disabilities Act to require comprehensive in-person orientation and annual training for all personal assistants and individual maintenance home health workers in the Home Services Program, including fraud prevention, first aid, and worker safety.

Establishes minimum hourly wage of $15 per hour for personal assistants and individual maintenance home health workers, effective July 1, 2016, replacing the previous federal minimum wage requirement.

Requires the State to contribute $1.11 per hour in State fiscal year 2017 to a Taft-Hartley health fund for providing health insurance to qualified personal assistants and individual maintenance home health workers, with future rates adjusted by actuarial analysis.

Mandates that personal assistants and individual maintenance home health workers be paid their regular hourly wage for all orientation and training hours completed.

Effective date: July 1, 2016.
