Non-relative child care providers in the child care assistance program must complete comprehensive orientation and pre-service trainings on health and safety within 6 months of beginning service, with no cost to providers and $15 per hour compensation for attendance.

Relative providers are encouraged but not required to attend orientation and pre-service trainings, and receive $15 per hour if they participate.

Orientations must be offered in-person at least 6 times per year in each service delivery area at convenient locations and times, with no more than 50% of mandatory pre-service training hours available online.

Beginning September 30, 2016, the Department must provide mandatory annual health and safety trainings for non-relative providers at no cost and with $15 per hour compensation; relative providers are encouraged to attend and receive the same hourly rate if they do.

The State shall contribute $587.69 per enrollee per month into a Taft-Hartley health fund for State fiscal year 2017 to provide health insurance to qualified home child care providers, with rates adjusted by actuarial analysis in future years.
