Requires privately held public water utilities to submit annual reports to the Illinois Commerce Commission by April 1 each year, beginning the year after the bill's effective date.

Reports must include financial information such as operating revenue and expenses, capital improvement costs and plans, usage and revenue data by customer class, and water quality information for each district served.

Utilities must report on system condition including major water leaks, water loss summaries, boil orders, and water sources divided between surface and ground water.

Utilities must provide information on how common costs are allocated across communities and the techniques used for cost allocation.

Utilities must certify the accuracy of reported information and provide reports discussing system conditions relevant to public safety to local emergency services disaster agencies.
