Amends Section 2-123 of the Illinois Vehicle Code to allow the Secretary of State to release personal identifying information to news media members for newsgathering purposes, unless the information is intended for a commercial purpose as defined in the Freedom of Information Act.

Removes the previous restriction limiting news media access to information relating only to motor vehicle operation or public safety, expanding the scope of permissible disclosures.

Maintains existing restrictions on disclosure of highly restricted personal information and social security numbers, with limited exceptions for government agencies, law enforcement, and other specified entities.

Preserves the requirement that personally identifying information disclosed to news media cannot be redisclosed except to effectuate the original purpose of disclosure.
