Requires criminal conviction information obtained during background checks to remain confidential within the Secretary of State's office, with unauthorized disclosure punishable as a Class A misdemeanor.

Establishes a $5 fee per student collected by course providers to offset Secretary of State administrative costs, with fees submitted within 14 days and deposited into the Secretary of State Driver Services Administration Fund.
