• Requires the Department of Financial and Professional Regulation to establish a service dog license program for dogs acting as service dogs.

• Service dogs must respond to commands with 90% accuracy on first ask in all public and home environments, including basic obedience and skilled tasks to mitigate the client's disability.

• Service dogs must meet Assistance Dogs International minimum standards, be spayed or neutered, have current vaccinations, and be trained to perform at least 3 tasks for the client's disability.

• Service dogs must be identified with a laminated ID card containing photographs and names of the dog and client, and wear identifiable equipment in public such as a cape, harness, or backpack with an assistance dog logo.

• The Department must adopt rules establishing these requirements, with the Act taking effect immediately upon becoming law.
