Requires a representative of each approved adult education provider to participate on Area Planning Councils within community college district boundaries.

Expands Area Planning Council membership to include representatives from regional superintendents, school districts, career and technical education programs, financial aid offices, student services, local workforce boards, social service agencies, businesses, and vocational rehabilitation services.

Mandates that Area Planning Councils elect officers, develop bylaws, and have their chairperson be a representative of an approved adult education provider.

Requires Area Adult Education Plans submitted by March 1 each year to be aligned with federal Workforce Innovation and Opportunity Act requirements and approved prior to funding being made available.

Modifies the annual Board report to the Governor and General Assembly to include federal workforce activities, high school equivalency information, performance data, and reimbursement information for various adult education program types.
