Removes requirement for Department of Corrections and Department of Juvenile Justice to issue identification cards to released persons; instead requires verification of identifying information (full name, date of birth, social security number) through certified documents or completion of a verification form provided by the Secretary of State.

Creates a new process allowing the Secretary of State to issue a temporary Illinois Identification Card valid for 90 days (non-renewable) to released persons who cannot present certified birth certificates or social security cards but provide departmental verification of identity and proof of Illinois residency.

Allows released persons to obtain a standard Illinois Identification Card at no fee upon presentation of certified copies of birth certificate and social security card plus two documents showing Illinois residence address.

Adds new fee category in the Illinois Identification Card Act establishing no-fee issuance of both original and temporary identification cards to persons released on parole, mandatory supervised release, aftercare release, final discharge, or pardon from the Department of Corrections or Department of Juvenile Justice.

Clarifies that the Department of Corrections and Department of Juvenile Justice are responsible for verifying identifying information and providing documentation to released persons, with the Secretary of State handling the actual issuance of identification cards through the established Illinois Identification Card Act process.
