• Department of Healthcare and Family Services must implement an average commercial rate supplemental payment program for ground ambulance service providers effective no later than July 1, 2016.

• Department must submit a State plan amendment to the federal Centers for Medicare and Medicaid Services (CMS) by September 30, 2016 to implement the average commercial rate supplemental payment program.

• Managed care organizations and managed care community networks are required to pay CMS-approved average commercial rates in coordination with the Department.

• Amends the Illinois Public Aid Code (305 ILCS 5/5-4.2) regarding ambulance services payments and reimbursement rates.

• Bill takes effect immediately upon becoming law.
