Suspends pension payments for downstate police officers who re-enter active service or become full-time employees in the same municipality, resuming payments upon retirement.

Changes the service requirement for downstate firefighters from 3 years to 5 years of active service after re-entry to qualify for pension recalculation based on current salary at last retirement.

Allows downstate police officers who serve less than 5 years after re-entry to receive the same pension as upon first retirement, or if 5+ years of service with required contributions, to have pension recomputed including additional service and salary.

Permits downstate firefighters re-injured after re-entry on an unrelated injury to qualify for increased pension based on current pay rate without meeting the 5-year service requirement.

Becomes effective immediately upon enactment.
