Amends the Consumer Fraud and Deceptive Business Practices Act to regulate non-attorney immigration assistance service providers in Illinois.

Requires immigration assistance providers to register with the Attorney General, obtain malpractice insurance or surety bond, and provide written contracts in English and the customer's language before providing services.

Restricts non-attorney providers to specific permitted services including form completion, translation, document retrieval, notarization, referrals to attorneys, and arranging medical testing or photographs—prohibiting legal advice and analysis.

Mandates posting of signs at least 11 inches by 17 inches stating the provider is not an attorney, is not accredited to represent clients before immigration services, and displaying fee schedules and cancellation rights.

Establishes criminal penalties (Class A misdemeanor for first offense, Class 3 felony for subsequent offenses within 5 years) and civil penalties up to $50,000 for violations, with private right of action allowing treble damages or minimum $1,000 in punitive damages.
