Prohibits all persons from using wireless telephones while operating a motor vehicle on any roadway, with exceptions for emergency use, hands-free/voice-operated modes for drivers over 19, law enforcement performing official duties, and highway construction workers over 19.

Establishes minimum fines of $75 for first offense, $100 for second, $125 for third, and $150 for fourth or subsequent violations of wireless telephone or electronic communication device restrictions.

Makes violations by drivers under 19 using wireless phones a petty offense, and creates aggravated use charges (Class A misdemeanor for injury/disability, Class 4 felony for death) when violations cause accidents resulting in great bodily harm or death.

Prohibits operating motor vehicles while using electronic communication devices to compose, read, or send electronic messages, with exceptions for emergency reporting, hands-free devices for drivers over 19, and commercial motor vehicle operators over 19 using permanently installed devices not exceeding 10 inches by 10 inches.

Removes previous exemptions allowing use of certain radio services, single-button voice activation devices, and multi-function devices while driving.
