Amends the Wildlife Code to create a Youth Trapping License for residents age 18 and under, mirroring existing Youth Hunting License provisions.

Youth Trapping License is renewable, expires March 31 following issuance, costs $7, and requires supervision by a parent, grandparent, or guardian age 21+ with a valid Illinois trapping license.

Youth trappers must complete an approved trapper safety course before age 19 or when choosing to trap independently to obtain a full trapping license.

No certificate of competency or trapping education is required as a condition for obtaining the Youth Trapping License.

Changes the effective date for trapper education requirements from January 1, 2015 to January 1, 2016, and updates the birth year threshold from January 1, 2015 to January 1, 1998.
