HB5986 Summary

• Deletes the prohibition on licensed firearms dealers manufacturing, selling, or delivering handguns made with zinc alloy or other nonhomogeneous metal that melts or deforms below 800 degrees Fahrenheit (removes paragraph (h) from Section 24-3 of the Criminal Code).

• Maintains all other unlawful firearm sale and delivery prohibitions, including restrictions on sales to minors, felons, narcotic addicts, persons with mental health histories, and individuals with intellectual disabilities.

• Preserves existing criminal penalties ranging from Class A misdemeanors to Class X felonies depending on the specific violation and circumstances.

• Effective immediately upon becoming law.
