Amends Section 11-1426.1 of the Illinois Vehicle Code to increase the speed limit for all-terrain vehicles and recreational off-highway vehicles on certain roadways from 35 miles per hour to 55 miles per hour.

Allows operation of all-terrain vehicles and recreational off-highway vehicles on roadways with speed limits of 55 miles per hour or less, provided the roadways are not State highways, federal highways, or within incorporated area boundaries.

Requires operators to possess a valid driver's license and maintain mandatory motor vehicle insurance when operating non-highway vehicles on roadways.

Maintains existing equipment requirements including brakes, steering apparatus, tires, mirrors, reflectors, headlights, and tail lamps that must be lighted during roadway operation.

Preserves exemptions for farming operations on county and township roadways and prohibits direct crossings of tollroads, interstate highways, and controlled access highways except at designated intersections.
