Amends the Humane Care for Animals Act to increase penalties for injuring or killing police animals, service animals, accelerant detection dogs, and search and rescue dogs from Class 4 felony to Class 3 felony when the animal is not killed or totally disabled.

Increases the penalty to Class 2 felony if the protected animal is killed or totally disabled.

Establishes that killing or severely injuring protected animals during the commission of a felony is a Class 2 felony.

Requires offenders found guilty to pay veterinarian bills for injured animals and training costs for replacement animals if the injured or killed animal can no longer serve.

Provides an exemption when a protected animal was used against a person in violation of law enforcement's use of force policy or continuum.
