Repeals the State Finance Act Section 5.528 and transfers authority for community college oversight from the Board of Higher Education to the Illinois Community College Board.

Amends the Board of Higher Education Act to require the Board to cooperate with the Illinois Community College Board in developing the statewide master plan for higher education and establishing performance metrics for degree and certificate completion beginning in Fiscal Year 2013.

Removes prior State Board approval requirements for community college capital projects under $2 million, local site purchases, building leases exceeding 5 years, and contracts with public universities or private colleges entered into on or after July 1, 2016.

Modifies community college district financing authority to allow borrowing up to $4.5 million (or $20 million for specified districts) for facility alterations and repairs without prior State Board approval.

Repeals five sections of the Public Community College Act that granted the Board of Higher Education approval authority over community college financial standards, budget procedures, and other operational matters, streamlining oversight responsibilities.
