Requires municipalities to hold a public hearing before annexing any territory under the Illinois Municipal Code.

Mandates certified mail notice to all property owners within 1/2 mile of proposed annexation territory at least 30 days before a vote or referendum on the annexation.

Allows property owners and residents within 1.5 miles of proposed annexation territory to be heard at the public hearing.

Requires municipal corporate authorities to make good faith efforts to investigate and respond to any issues or concerns raised during the public hearing.

Requires municipalities to work with developers, counties, townships, and road districts to maintain roads affected by residential, commercial, or industrial annexations in the same or better condition as before the annexation.
