Amends the Fire Protection District Act to define "serious injury" as a material impairment of a district's ability to provide fire protection and emergency services after territory transfer.

Establishes that a 25 percent or greater loss of annual real estate tax revenues by the originating district constitutes serious injury and requires dismissal of transfer petitions.

Allows courts to find serious injury with lesser tax revenue losses if preponderance of other evidence shows the transfer would cause material harm to the originating district.

Changes the election on territory transfer questions to be submitted to voters of the entire district from which the transfer is sought, rather than only the territory itself.

Takes effect immediately upon becoming law.
