Amends the Public Utilities Act to require privately held public water utilities to submit annual reports to the Illinois Commerce Commission on April 1 of each year, beginning the year after this Act becomes effective.

Reports must include for each municipality served: operating income information from Standard Appendix A, actual costs of completed capital improvements, and planned capital improvements for the next 5 years.

Reports must also contain usage and revenue data by customer class, water quality reports, major water leak reports, water loss summaries, boil orders, and water source breakdowns between surface and ground water.

Reports must include a summary showing how the utility allocates common costs across communities and describe the techniques and practices used for cost allocation.

Utility must certify the accuracy of all information provided in the reports.
