Amends the Illinois Public Aid Code to require the Department of Healthcare and Family Services to group nursing facilities for payment purposes based on factors including size, age, patient mix, percentage of Medicaid funded residents, and geographical area.

Specifies that facility groupings shall be considered when determining reasonable cost reimbursement formulas, while preserving the Department's ability to evaluate capital costs on a facility-by-facility basis.

Requires residents whose applications for long term care benefits are awaiting final action to be counted as Medicaid funded residents in facility grouping calculations.
