Establishes the "Credit for Prior Learning Act" allowing Illinois public universities and community colleges to award college credit based on documented learning from employment, training, and life experiences outside traditional academic settings.

Requires public universities to submit credit for prior learning policies and procedures to the Board of Higher Education for review and approval, and community colleges to submit theirs to the Illinois Community College Board.

Minimum policy requirements include listing acceptable documentation types and specifying dates of inclusion for when prior learning is acceptable for credit consideration.

Board of Higher Education and Illinois Community College Board must adopt rules permitting credit awards only when documented learning demonstrates achievement of all terminal objectives for specific courses.

Intended to reduce college costs, accelerate certificate and degree completion, facilitate non-traditional student transitions into postsecondary education, and improve degree attainment for underserved populations.
