Creates the Illinois Articulation Initiative Act to mandate participation by all public universities and community colleges in a statewide transfer system.

Requires all public institutions to maintain a complete General Education Core Curriculum package and up to 4 core courses in Illinois Articulation Initiative majors (where equivalent majors exist) to ensure seamless transfer between institutions.

Mandates that courses approved for Illinois Articulation Initiative codes be directly transferable as either general education or equivalent major courses, and prohibits receiving institutions from requiring students with the General Education Core Curriculum package to take additional freshman or sophomore level general education courses.

Requires all public institutions to provide faculty (appointed by the Board of Higher Education or Illinois Community College Board) to serve on review panels for course approval across seven subject areas: General Education, Communications, Humanities and Fine Arts, Life Sciences, Physical Sciences, Social and Behavioral Sciences, and General Education Mathematics.

Directs the Board of Higher Education and Illinois Community College Board to jointly manage implementation and oversight of the Illinois Articulation Initiative and provide annual reports to the General Assembly, Governor, and Illinois P-20 Council.
