Mandates microchipping of dogs and cats at the owner's expense following confinement periods for bite incidents, unless already microchipped.

Creates a new exemption process for vaccinated animals that bite: if the animal was currently vaccinated against rabies at the time of the bite, it may be confined at home rather than in an official facility, with reduced observation periods allowed at the administrator's discretion.

Establishes criminal penalties for violating animal bite reporting and confinement requirements: Class A misdemeanor for first offense and Class 4 felony for subsequent violations.
