Amends the River Conservancy Districts Act to modify trustee appointment procedures for districts in Franklin and Jefferson counties.

For municipalities with 6,500+ population, one trustee shall be appointed per 6,500 residents by the municipal presiding officer with corporate authority consent.

For each county in the district, one trustee shall be appointed from areas outside municipalities and one at-large trustee shall be appointed by the county board chairperson with board consent.

New appointment requirements apply only to appointments made on or after the effective date of this amendment.

The act takes effect immediately upon becoming law.
