Applies existing traffic laws regarding yielding to stationary authorized emergency vehicles displaying flashing lights to tow trucks equipped with the new light combinations.

Maintains existing penalties for violations, including fines of $100-$10,000 and mandatory license suspension periods (90 days to 2 years depending on severity of incident).
