Creates Advisory Council on At-Risk Students within the State Board of Education to study barriers to academic success for economically disadvantaged students.

Defines "at-risk students" as those receiving Medicaid, SNAP, CHIP, TANF benefits, or under legal custody of the Department of Children and Family Services.

Council membership includes 4 legislators, 16 members appointed by State Superintendent (representing educators, advocacy organizations, and parents), with 3-year terms after initial staggered appointments.

Requires Council to submit comprehensive report by December 15, 2017, addressing barriers to success, socioeconomic impact, academic performance gaps, effective programs and curricula, and policy recommendations for predominantly minority school districts.

Mandates annual updated reports each December thereafter on barriers to academic success and progress of at-risk students.
