Amends Section 12-215 of the Illinois Vehicle Code to permit municipal-owned snow plows, road graders, backhoes, and front-end loaders to display blue oscillating, rotating, or flashing lights in combination with amber lights.

Blue lights on municipal equipment may only be used while actively performing snow removal, grading, or similar operations on behalf of a unit of government.

Maintains existing restrictions on when amber and blue lights can be displayed, requiring they be visible at 500 feet in normal sunlight.

Adds new subsection (c-3) establishing the authorization for municipalities to equip these vehicles with the dual amber and blue light system.
