Establishes a Universal special license plate program allowing Illinois residents to obtain plates on behalf of authorized organizations that issue decals for the plates.

Plates may be issued for passenger vehicles of the first division (including motorcycles and autocycles) and motor vehicles of the second division weighing 8,000 pounds or less.

Secretary of State has discretion over plate design, color, and format; plates are not required to include "Land of Lincoln" designation and may be issued as vanity or personalized plates.

Authorizes Illinois Veterans' Homes to issue decals for Universal special license plates with an original issuance fee of $26 and renewal fee of $26, both deposited into the Illinois Veterans' Homes Fund.

Organizations receiving fees must comply with registration and reporting requirements of the Charitable Trust Act and Solicitation for Charity Act, with annual compliance letters required from the Attorney General.
